Yes you can download themes from xbox live, most of them you have to pay for, some are free, I have downloaded quite a few xbox 360 themes for free and some of them are good too, like the gta4 or cod4 ones. I dont know if downloading themes from internet work and if they do work im not sure how you would get them on to your 360. You can also put your own pictures as your theme, aslong as you have a usb memory unit to transfer a pic that you want from your pc to your 360 then you can find it in pictures folder and set it as your background picture its pretty cool.
